Clutch slave cylinder air lock ?

Post Clutch slave cylinder air lock ? 

I removed my slave cylinder in order to rebuild it due to the fact that my clutch pedal has no resistance and I can't shift. The rebuild kit had all the parts..plus a 2 inch rubber accordian-type dust boot. When I removed the slave cylinder the rod that does the work against the clutch arm had no dust boot on it.When I took apart the cylinder there was a dust boot INSIDE the cylinder. Is this correct? Shouldn't it be on the outside around the shaft/rod? Everything is back in place but I can't get any fluid into the cylinder in order to bleed it. Should I have filled the cylinder during assembly and THEN re-mounted it? Thanks for any comments

You need to fill more fluid to the resevoir.   You may see some fluid there but the clutch chamber is probably empty.   there two chambers in the resevoir.
