I have a 99 328i that i am having the same problem with. A local shop tells me that you have to replace the complete unit & that it will cost $718. I believe that it is just a relay that is not working. I am currently unplugging the fan under the hood when I cut the car off. I checked the price of the complete fan assembly at the dealer & it is less than $400 retail.
Any suggestions will be appreciated.

Kem88,
In my case it looks like the relay attached to the fan shroud has gone bad. It is a sealed unit & everything is hard wired together. The good news is that it only takes about 5-10 minutes to remove & reinstall the fan assembly. It is ashame that shop was trying to rip me off. I can walk in off the street & buy a complete fan assembly for about $400, from the dealer & I know that they should get a discount. $300 or more labor for this is unacceptable.
