Head lamp problems

Post Head lamp problems 

I have a 99 328i with the HID Xenon low beam head lamps. I just received the Bentley service manual I ordered & at first glance it does not look it is going to help me trouble shoot my problem.
The low bean Xenon lamps will blink or flicker intermitently. When this occurs it is both lamps not just one. Which leads me to believe that it is not the ignitor.
The high beam lamps do not do this. I would not think that a bad dimmer switch would just cause the low beam lamps to flicker.
Any suggestions would be welcomed.
